Once you're 18, you are legal to drive. And you can work when you finish compulsory education which is up to junior high, by which time you'll be 15 or 16. I'm not sure about the school timetables, but when I attended Kyoto Gakuen High School for a week or so, the schoolday started and ended at the same time for all year levels. They begin around 8:30~8:50am to 3~4pm. Most people do extra-curricular activities, so their school day really ends around 5~6pm.
