Well, you definitely have to learn the language first. The rest will be easy I guess. There are colleges that offer fashion courses, while there are concentration schools (senmongakko) for that, too. Most concentration schools take 2 years, while colleges take 4. You need to make a portfolio.

Sometimes schools will have special exams for foreign students to take (in Japanese) for entrance. Some schools have English brochures, but still require at least a (old test) JLPT 2. With the new test, I don't know how this changes, as I've heard it's much easier to pass now. Some schools will require a JLPT 1. Consider this: You will need to understand everything your teacher says as well as any textbooks or materials you have. They will all be at a college level of Japanese proficiency. And unlike the US or other diverse countries where we're used to working with foreign students to help them succeed, your classmates and teacher might resent you if you aren't picking up the material fast enough or ask a lot of questions.
